Abstract

The issue of evaluation is multidimensional and therefore it must be approached in a systemic and global manner. The education system is an inseparable whole which includes inputs, processes and outputs in dynamic interactions which cannot be evaluated separately at the risk of generating erroneous decisions: evaluation being the activity helping to make decisions. As such, it should focus less on performance than on educational processes of all kinds (achievement, support and management) and at all levels. Evaluating performance would only be an instrument for the continuous improvement of the quality of education.
